In a significant step toward strengthening the technical and vocational education system in Uganda, the Uganda Business and Technical Examinations Board (UBTEB) and the Directorate of Industrial Training (DIT) have officially merged to create the Uganda Vocational and Technical Assessment Board (UVTAB). This development is a strategic move aimed at harmonizing assessment and certification processes across the country.

Reflecting on UBTEB and DIT’s Impact
For over a decade, UBTEB has played a central role in assessing and certifying learners in national certificates and diplomas within business, technical, vocational, and allied health programs. The Board has maintained strong assessment standards, preparing students for both the workforce and further education.
DIT, on the other hand, has focused on competence-based assessments, especially in occupational and hands-on skills. It championed Recognition of Prior Learning (RPL) — a powerful tool that enables skilled individuals, even without formal education, to gain certification and expand their employment prospects.
Though operating separately, both UBTEB and DIT have significantly advanced Uganda’s TVET sector, promoting practical skills development and enhancing the credibility of vocational education.
UVTAB: Unifying Efforts, Elevating Standards
The formation of the Uganda Vocational and Technical Assessment Board (UVTAB) brings together the strengths of UBTEB and DIT into one national institution. This merger is part of Uganda’s broader effort to align with the TVET Policy and the Skilling Uganda Strategy, which seek to produce competent, industry-ready graduates.
UVTAB will oversee assessments, examinations, and certifications across all modes of training — whether institutional, informal, or workplace-based. The consolidation promises to eliminate duplication, improve consistency, and simplify the certification process for both learners and institutions.
